I am playing with the following idea: to create a series of "tango
music for dummies" videos (Youtube) as a promo tool for milonga.be

This is the draft video I made on Di Sarli: http://www.youtube.com/watch?v=ZEqviHeCW2k
(far from perfect)

I use 30 sec sound bites to fall under 'fair use' law
The goal is to have a video or 10 to explain what makes Di Sarli
different from Pugliese, from d'Arienzo, from Piazolla, from
neotango ...

It can of course be improved with
- songs that are his best/most typical/best known
- more historic information
- better images/better effects

But in any case, what is your first impression?

which law is this?

In Germany that does not exist.

"The following four factors, taken together, determine what
constitutes fair use.
1. (...) for the purposes of scholarship, research, and teaching in
all areas of music study (...)
2. (...) whether a work is published or unpublished, factual or
creative
3. The amount and substantiality of the portion to be copied
4. The effect of the use upon the potential market for, or value of
the copyrighted work"
in Belgium we have 'citaatrecht' (right to citation)
if you speak dutch ;-)

This is a topic that was very central to podcasting too. I've heard
the 30-second rule used there a lot.
(e.g. http://lvb.net/item/880 - 1:30 even seems to be accepted)
Whether it will fly, that's another question. Companies like IFPI,
SABAM, RIAA are not known for leniency and understanding.
