Established in 1915 with Helen Keller as a founding trustee, Helen Keller International (HKI) works to
save the sight and lives of the most vulnerable and disadvantaged. Headquartered in New York City,
HKI currently conducts programs in 21 countries in Africa and Asia as well as in the United States. HKI
is known for sustainability, reliability, efficiency and the highest level of technical expertise in fighting
and treating blindness and malnutrition. To accomplish its work, HKI builds the capacity of local
governmental, civil society and private sector systems and infrastructure, and promotes the
development of sustained, large-scale programs that deliver effective preventative and curative
services for nutrition, eye health and neglected tropical diseases. The hallmark of the organization’s
work is its proven effectiveness in developing, testing and scaling-up health interventions, and
integrating them within government and community structures.
HKI Tanzania conducts programs in Vitamin A supplementation, Orange Flesh Sweet Potato,
Trachoma control, Food fortification, Enhanced Homestead Food Production, nationwide and/or at
regional and district level, in collaboration with Tanzanian government, local NGO’s and other
national and international development partners. The office has 34 employees, 23 in the Dar office and
11 in the sub-office in Mwanza.
For its program in Mwanza, HKI is looking for an Enhanced Homestead Food Production (EHFP)
PROGRAM MANAGER.
NATURE OF WORK:
The EHFP PROGRAM MANAGER will report directly to the EHFP Country Coordinator and be an
integral part of the development and implementation of the EHFP work plan and activities. He/she
will assist the EHFP Country Coordinator in project planning, management, oversight and
implementation of the EHFP program.
Position Title: EHFP PROGRAM MANAGER
Reports directly to: EHFP Country Coordinator
Collaborates with: HKI Tanzania staff including Monitoring Officer, BCC Officer, District Councils
(Agriculture and Health departments), HKI implementing partners, project
beneficiaries and the communities
Directs the Work of: 4 HKI program officers
MAJOR TASKS AND ACTIVITIES:
? Work closely with EHFP Country Coordinator to initiate and oversee technical implementation of
the EHFP project in Sengerema and Ukerewe Districts.
? Direct oversight of Agriculture and Nutrition Program Officers in Sengerema and Ukerewe toensure program output according to supportive surveillance priorities.
? Provide technical support toCSO Project Managers in Sengerema and Ukerewe and monitor
implementation plans to ensure program impact according to supportive surveillance priorities.
? Lead the program officers in the development of project individual work plans and approximate
costing for planned activities and timely submission, ensuring agreement with overall program
budgets and workplans.
? Contribute to monthly, quarterly and annual work plans, reports, and detailed budgets for
Agriculture and Nutrition implementation aspects of the program.
? Work closely with the Mwanza-based Monitoringofficer to oversee a supervision structure for
optimal accountability of implementation actors from village level volunteers, agricultural
extension officers and community health workers to HKI program officers and CSO project
managers.
? Liaison with the District Government Authorities and community-level government
representatives for partnership in implementation
? Oversee and help build capacity of the local implementing partner(s) to ensure work is being
conducted in a high quality manner and to HKI standards
o Ensure adherence to work plans and budgets
o Follow a regular supervisory schedule to ensure program activities are operating smoothly
o Support partners’ managerial and operational systems to ensure strategic, organized and
timely implementation
? Provide EHFP Country Coordinator with updates of activity progress and performance of CSO and
HKI officers. Recommend preferred implementation approaches according to relative successes.
? Organize donors’ field visits and key meetings and ensure the follow-up
? Participate in the office management meetings.
SKILLS/KNOWLEDGE REQUIRED:
? Master’s degree in management, agriculture, agronomy, horticulture, nutrition or related field with at
least 5years experience in implementing large programs of 1 million USD annual size; Or, Bachelors and
7 years relevant experience.
? Strong technical skills in agriculture, food security, and nutrition programs
? Demonstrated success in taking on managerial demands of increasing responsibility
? At least 3 years’ experience as team leader, including conducting staff performance evaluations.
? Strong experience in development politics at local, regional and national levels.
? Strong analytical skills and results- oriented
? Experiences with managing development projects/programs with International NGOs or equivalent in
the private sector
? Experience in capacity building of government extension workers, farmers, local CSO’s and NGO’s and
women’s groups.
? Experience with contract management and oversight of quality control systems will be an added
advantage
•Experience in Equity of gender and diversity approaches will be an added advantage
? Excellent oral and written communication skills in both Kiswahili and English.
? Readiness for 80% travel and regular work in remote environments.
