Many of you may be considering how you will need to comply with
VETS-100A and or VETS-100 completion depending on the age and amounts
of your existing federal contracts/ subcontracts.
For those with both types of contracts falling under 60-250 and
60-300, or even those who do not have existing contracts that have
never been modified after 12/1/03...you will probably need to comply
with both regulations as we will still need to complete the "old"
VETS-100 in the fall of 2008. Although the new rule took "effect" on
6/18/08, the first VETS-100A will not be accepted until 9/30/09.
Therefore, barring an FAQ or aditional information from the government
on this topic, we are interpreting this to mean that although we need
to start offering candidates the option of electing coverage under any
of the new veteran categories (Armed Forces Service Medal Veteran,
Recently Separated Veterans -past 3 years, or Disabled Veteran~not
Special Disabled, etc.), we will need to keep in mind that we will be
completing a VETS-100A this year which will not include these new
categories. With that in mind, we have modified our post-hire EEO
forms to allow for selection of all of the VETS categories. This will
allow us to still comply with 6/18 ruling and offer protection to the
new categories under 60-300, but count folks in the correct categories
for the interim VETS-100. I'm sure this is confusing as there has not
been a lot of specific guidance on this (or a comprehensive FAQ from
the government), but thought I would share how we are choosing to
handle this issue for now and I've provided samples of our new post
hire forms in the "Files" area of this group site.
