CFRPC Employment Opportunity:  GIS Technician

The Central Florida Regional Planning Council’s (CFRPC) primary mission is to provide support to the citizens and local governments of our region and to improve the quality of life of the residents of the Heartland through technical assistance to local governments, transportation planning, emergency preparedness and economic development coordination in the CFRPC’s 5-county region (DeSoto, Hardee, Highlands, Okeechobee, and Polk Counties) and to the Heartland 7-counties which includes the above mentioned plus Glades and Hendry Counties.  The office is located in Bartow, Florida, which is the County Seat of Polk County.  The CFRPC is an award-winning team staffed by a small, highly experienced group of planning professionals and program specialists.  Named a Best Place to Work, the CFRPC offers a dynamic, flexible, and team-oriented work environment.

 Summary:

 The GIS Technician will work with the Planning Director and in coordination with the GIS Program Manager to create, maintain, and organize data for use with geographic information systems (GIS) technologies. This position is part of a team that supports technical assistance efforts throughout the region.

 Primary Duties and Responsibilities, not limited to:

·    Develop and maintain ArcGIS web maps, applications, and interactive custom dashboards.

·     Perform intermediate GIS technical functions.

·  Generate and assemble computer maps for specific purposes in response to requests from both Council Programs and external customers.

·  Prepare GIS reports, maps, and analysis for various projects and reports related to the Council’s contracts, community partner’s requests, and/or Council Programs.

·  Maintain various GIS databases with accurate and associated metadata.

·     Edit and digitize information as needed.

·   Interpret land record data, legal descriptions, aerial imagery and related GIS renderings.

·   Retrieve, organize, create, manipulate, enter and GIS data for reporting, analysis and presentation purposes.

·    Implement technical methodologies for creation and use of spatial and tabular data.

·   Prepare and interpret source documents and spatial data for digital conversion.

·   Create custom visual representations of GIS database information to assist end users in optimization of their duties;

·    Convert data for end users into common formats as required, e.g., pdf, kml, rich text, spreadsheet.

·    Complete final clean-up and accuracy checks on digitized maps.

·    Perform quality assurance and quality control on GIS products.

·  Research, compile, and summarize statistical data and information materials.

·    Respond to general GIS mapping inquiries from the public, community partners, and Council staff.

·     Perform additional tasks and other duties as assigned.

 The GIS Technician is expected to:

·  Have knowledge of the principles, practices and methods of GIS database development, management and maintenance.

·  Be detail-oriented and able to complete high-quality work products within expected timelines amid competing deadlines within a diverse work group;

·     Be a team player, who also is an inquisitive self-starter;

·     Have well-developed time management skills;

·  Have outstanding organizational and critical thinking skills with the ability to integrate cross-discipline approaches and solutions as well as manage and balance priorities within multiple projects; and

·  Support CFRPC Programs including but not limited to economic development, planning, emergency management, resiliency, and transportation.

Training, Education, and Experience:

Minimum of 3-5 years directly related experience with ESRI’s ArcGIS software.

Completion of an Associate degree or two-year vocational program in computer drafting, computer science, geography, cartography, land surveying and mapping, engineering technology or a related field, or an equivalent combination of education, certification, training/experience that would reasonably be expected to serve the job-related competencies noted above and below.

The applicant must have demonstrated experience and training with ESRI mapping software that includes ArcGIS Pro.

The applicant must have a valid driver's license or be able to secure a valid Florida driver's license at time of employment.

Computer Skills:

This position requires knowledge of computer hardware and software programs,  including Microsoft Office, internet applications, database management, Adobe, ESRI applications, and basic computer programing skills.

Physical Demands:

Occasional lifting of items up to 25 pounds.

Areas of Decision-Making Authority:

Makes decisions in consultation with supervisor, Program Directors, and/or Executive Director as appropriate.

Means of Accountability:

Probational and Annual review by Planning Director.
