I met this woman at an art show last weekend:

She hand paints maps. Right now she takes an existing map, traces over it, and has her graphic artist recreate it in Illustrator.
I told her about QGIS and OpenStreetMap. She let me know that she'd like to work with a cartographer to make custom maps.
My time and skill level don't permit me to work with her right now, but I told her I'd post it to my group.

A home use license for ArcMap is only $100/yr with all of the extensions if she's looking for Esri products.
