The Central Florida Regional Planning Council’s (CFRPC) primary mission is to provide support to the citizens and local governments of our region and to seek ways to improve the quality of life of the citizens of the Heartland through technical assistance to local governments, transportation planning, emergency preparedness and economic development coordination in the CFRPC’s 5-county region (DeSoto, Hardee, Highlands, Okeechobee, and Polk Counties). The office is located in Bartow, Florida, which is the County Seat of Polk County.  The CFRPC is an award-winning team staffed by a small, highly experienced group of planning professionals and program specialists.  Named a Best Place to Work, the CFRPC offers a dynamic, flexible, and team-oriented work environment.

 Position Summary and Duties:

The Senior Planner position is involved in a broad range of planning projects and assignments under the direction of the Planning Director. This position is responsible for performing a variety of planning and development review functions to assist local governments and citizens within the central Florida region. This position involves attending local government meetings, including evening meetings across the CFRPC 5-county region, and occasional weekend meetings.

 Essential duties include, but are not limited to:

·        Interpret, conduct, and apply applicable state, county, and local codes, ordinances, and regulations for the site and civil development review process while conducting development reviews in compliance with said applicable codes not limited to non-residential site development plans, residential subdivisions, and plat reviews. 

·    Provide daily land use and zoning inquiries to the public, developers, consultants, and government personnel.

·     Review, analyze, and process Comprehensive Plan text amendments and Future Land Use map amendments.

·    Review, analyze, and process rezoning requests, variances, and special approvals.

·         Prepare staff reports for public hearings.

·         Prepare and present planning cases for public hearings.

·     Assist with special planning and research projects in both individual and team-oriented capacities.

·         Assist with general GIS mapping needs for projects.

·         Perform additional tasks and duties as assigned.

 The Senior Planner is expected to:

·   Have strong verbal and written communication skills as required to communicate with citizens, developers, consultants, local government staff and elected officials;

·        Be detail-oriented and capable of producing high-quality work products within expected timelines;

·         Have excellent written, verbal, and public speaking skills;

·         Have the ability to build and give detailed competent presentations;

·         Present a professional appearance and demeanor;

·     Have well-developed time management skills in order to manage and balance priorities on multiple projects;

·         Have strong organizational and critical thinking skills; and

·    Support, as needed, CFRPC Programs including but not limited to  economic development, planning, emergency management, and resiliency.

 Training, Education, and Experience:

Minimum five years directly related experience in planning, emergency management, economic development and/or resilience.

A minimum of a bachelor’s degree in urban planning, geography, public administration, or a related field is required.

The applicant must have a valid driver's license or be able to secure a valid Florida driver's license at time of employment.

 Preference is given to:

·         American Institute of Certified Planners (AICP) Certification

 Computer Skills:

Knowledge of computer hardware and software programs, which may include but not be limited to Microsoft Office Suite (Word, Excel, PowerPoint, Teams), internet applications, database management, Adobe, and ESRI applications.

 Physical Demands:

Occasional lifting of items up to 25 pounds.

 Areas of Decision-Making Authority:

Makes decisions in consultation with supervisor, Program Directors, and/or Executive Director as appropriate.

 Means of Accountability:

Probational and Annual review by Emergency Management and Community Projects Director.
