OK so I got it to work.
Here's the deal.
You need to add the language that corresponds with the language your siri
voice on the phone uses.
So, for example, I had my watch set to use Australian English, but my
phone uses UK English for Siri so I could never get the Siri voice to
work.
I added UK english to the roter and now it works.
You of course also need the Use Siri voice checkbox checked in the
Voiceover settings.
There are a few downsides to all this:
1. Your choices appear to be the active Siri voice or the default voice
for that language. That's it. You can't say use UK Siri Femail if Siri
is using UK siri Male, or a different lower quality voice (e.g. Lee for
Australian English instead of Karen).
2. There seems to be no way to change the default language. So using the
above example, I can't get UK English to be my default voice. This
matters if you are likely to get text in other languages to be spoken by
Voiceover, as it won't auto-switch unless you are using the default
language. Note that this is how the phone and iPad acts, I'm assuming the
watch is the same.
Given the significant storage space on Apple Watches these days, I think
that Apple should allow us to be more flexible with voices and install any
available voice and set it whichever way we wish, just as we can on their
other devices.
Note: I'm running WatchOS 7.1 beta, so your milage may vary.

This happens every time I turn it on on the watch. Still got Samantha voice. I have tried just about everything. I just don't understand why it keeps turning off on the watch and it hasn't worked. When I go to the Siri settings it just says that the voice is waiting to download and will start downloading when the watch is connected to a charger. I just need to find a way to get rid of this Samantha voice and get the Siri voice that I had before. This doesn't make any sense, has anyone else seen this issue on a series 6 watch? Any advice?
