voice over with passcode issue on Apple Watch

Hello So after getting my watch ultra and setting it up with a long passcode, I have a major problem. I can't put in my passcode when voice over is on as when you turn the watch on it will not talk. I can unlock with iPhone, but I like to turn my watch on first in the morning and I need it to talk. I have reset it like 10 times from a backup and as new. This is crazy. Can someone help? Is this a bug in IOS 9 or is this just on the ultra?

So, if you go into settings/accessibility/mirror watch on your phone,
you should be able to use your phone to input the password on your
watch. That is what apple accessibility shared with me the other day.

I am running IOS16.0.3 and I don’t see “mirror my watch,” anywhere in settings/accessibility. I see “control nearby devices,” which doesn’t work to mirror my watch.

If your Apple Watch Ultra doesn’t start up talking for some reason, why not just let it stay on? Put it on the charger and let it go into nightstand mode, rather than shut it off at night? Does it stay talking and allow you to put in the passcode this way?
I would like to know where to find this Mirorr my Watch feature though.
