He also said: “ A stranger they will by no means follow but will flee
from him, because they do not know the voice of strangers.” (John,
chapter 10)

In this Holy Dispensation of the Revelation of the returned Christ,
our Lord Bahá'u'lláh, I have no doubt that those Words spoken by the
Lord Christ also obtain. And true Bahá'ís know that our Lord's Voice,
as arranged by Him, flows first through the pen of the Center of His
Covenant, and then through the pens of the "chosen ministers" of His
Covenant, the Guardians of the Bahá'í Faith.

What, then, would be an example of "the voice of strangers"?
Logically, that would be sayings unsupported/unauthorized by Holy
Bahá'í Writ or Holy Bahá'í Text.

Here follows an example of such unauthorized sayings, a "voice of
strangers" from which the Lord's true 'sheep' flee:

"In their message to the Bahá'í world dated November 4, 1959, the
Hands of the Cause announced: "...This International Bahá'í Council is
to work under the direction and supervision of the Hands of the
Cause ..."

"Two of the functions originally allotted to the Council...will still
be discharged, and to them are added the following: To assist the
Hands of the Cause in the care of the properties at the World
center,...and in any other functions which the hands may assign from
time to time."

Those voices which attempt to relegate the embryonic Universal House
of Justice to a condition of bondage and servitude to Hands of the
Cause are the voices of strangers from the viewpoint of all true
Bahá'ís, who steadfastly adhere to "every clause of our Beloved's
sacred Will."

The above quotes identified as the "voice of strangers" are taken from
the Heterodox Bahá'í publication, THE BAHA'I WORLD 1954-1963, pages
395 and 396.
