全球暖化議題不僅在哥本哈根氣候會議上陷入僵局，在俄羅斯也踢到鐵板。從政府首長到升斗小民，沒有幾個俄國人對「暖化」感興趣。有些人甚至對
「暖化」樂觀其成，認為這可以紓解俄羅斯漫長冬季所帶來的苦悶。
老愛和莫斯科當局唱反調的俄羅斯前副總理涅姆佐夫說：「全球暖化、京都議定書、二氧化碳減排、核廢料、焚化爐等話題，也許是莫斯科商業界菁英
分子討論的話題，但一般大眾絲毫不感興趣。」
涅姆佐夫接著說：「大家倒是有個普遍看法─既然俄國這麼冷，暖一點未嘗不好。」
俄羅斯已承諾在二○二○年將溫室氣體排放量減至低於一九九○年水準至少二五％。目前俄國的排放量低於一九九○年水準三四％，換言之，在力行綠
化之前，尚有增排的空間。
英國廣播公司（ＢＢＣ）今夏所作的民調發現，俄羅斯對於氣候變遷的關心程度遠低於歐盟成員國。僅四六％受訪者表示，暖化是「極嚴重」問題；有
五四％則認為，若暖化危及經濟，會支持政府出資對應，比例和美國與印度的受訪者差不多。
儘管俄羅斯官方承認人類行為是造成氣候變化的主因，但國營電視台釋出的訊息卻不是這麼回事。
對此，俄國生態專家雅布羅科夫認為總理普丁責無旁貸。他說：「普丁的確說過，氣候變遷對俄國是好事。俄國人也有同感，畢竟這是他們從國營電視

Global warming a global catastrophe, but the pain is not even. Those
