All levels of government are culpable and responsible!

San Diego had free trash pickup for homeowners for many years!

You mean build housing vs. have dumpsters and porta potties? The mayor has no
point here, but makes it sound like he does!

The homeless have nothing to do all day, maybe they'd throw the trash piles in the
dumpsters themselves if the government provided them!

and why does this go on for centuries?

The whole of humanity is guilty over their own economic ignorance.
Natural resources (land) cannot be traded like a commodity. Markets work
for products of effort. The essence of the whole economy is *work*, and
it only works for products because a product is a condensation of
services, and embodies the proof thereof.

For people who do not understand this, or care enough to understand it:
you more or less have ruined this world, created poverty which can not
be solved, created World War 3, and potentially worse to come. You ask
for flimsy toilets for the dispossessed, for the people who live in
desperation.

The land needs to be taken away from the wicked super rich, and there
are ways to do that fairly smoothly over a longer period, and given to
the people as a personal inalienable right. Obviously this will not
solve much for many people, because you are then faced with an
adaptation crisis. What should have been learned more than 5 thousand
years ago and by now already be a well honed routine, has to be learned
from scratch. Hopefully the technology which can destroy humanity, can
still be used to make this easier.

Because they have no land. Their land has been stolen by ignorance.

Who is finally supporting the right of people to a free and equal value
share of the (nature/God given) natural resources ? Are more centuries
needed, where an amount of people will suffer the worst ? Apparently
humanity still desires more pain. The ignorance sometimes seems to have
gone up, not down.

I have heard the absurd but probably true statement, that "the people"
do not want land (personal right to land). I think this is true. They
fear the *natural* work pressure they would be under. They fear to be
free. They fear the risk factor which comes with freedom. They fear
having to be creative, or perhaps they just fear being murdered by
the next tyrant if they own anything substantial (a sub-conscious fear
instilled by thousands of years of tyranny on Earth ?). It is absurd,
because normally you would think someone always says "yes" to receiving
something of great value.

Ignorance of humanity in generaly is also multifaceted and deeply rooted,
or to put it differently: the depth of the mind of humanity as a group
is as shallow as a rain puddle on the street on a hot summer day. Just
explaining why land needs to be a right, doesn't create a sudden insight
and understanding, but it just activates a whole list of other ignorant
assumptions, plus a few well justified worries. One of the worst ones is
that they think they should be subsistance farmers, and the next worst
thing is that they assume subsistance farming with modern technology is
a bad thing because they don't bother to realize that if you ended up
being a subsistance farmer on your free land, the alternative to having
no land is to be a homeless drifter with nothing to do, and not even a
toilet to go to.
