About six million Americans receiving food stamps report they have no
other income, according to an analysis of state data collected by The
New York Times. In declarations that states verify and the federal
government audits, they described themselves as unemployed and
receiving no cash aid — no welfare, no unemployment insurance, and no
pensions, child support or disability pay.

And of course the same lefties bemoaning the fact that there are
insufficient jobs for the uneducated and unskilled, still have no
problem with the 12-15 million illegal aliens estimated to be in this
country. Go figure...
There are 3 - 4 million on unemployment that means on the books there
are 6+3.5 = 9.5 million and there are more that don't show up
There may easily be 10-15 million people out of work and millions more
that are "under employed".
We may be setting on 20million that need work.

The keywords are, "report they have no other income."
Some of those people really are destitute, including homeless.
However, some participate in the underground economy, with their
earnings in cash, and without any IRS reporting. Some illegal
(like selling drugs) and some legal (like construction labour.)
If your income is under the table, then that creates the
opportunity to go into the welfare office and claim zero income.
Many years ago, they used to be able to do this with regular
money welfare. But not so much since the work requirements were
instituted.
