As Sheng Thao starts her second year in office, some of her staunchest
critics say they are pursuing a recall campaign.

Last weekend, a group led by retired Alameda County Superior Court Judge
and former member of the Police Commission Brenda Harbin-Forte,
announced it had mailed the paperwork to officially start the recall
process after collecting 250 signatures for an official notice. In a
note explaining their concerns, the organizers accused Thao of creating
a public safety crisis in Oakland by “systematically dismantling” OPD,
firing former police chief LeRonne Armstrong, and failing to appoint a
new police chief, among other complaints.

“Lives have been lost, property destroyed, businesses have shut down,
and fear and collective trauma are daily occurrences for Oaklanders,”
the recall organizers wrote in their notice.

In response to an interview request from The Oaklandside, Harbin-Forte
said all press statements must go through her media coordinator, Seneca
Scott. After The Oaklandside sent Scott an email requesting an
interview, Scott, without directly responding to us, accused The
Oaklandside on Twitter of trying to discredit recall supporters by
reporting about the campaign.

Thao’s chief of staff, Leigh Hanson, said the recall effort is “led by
losers.”

“I know for a fact that if Mayor Thao had lost the election, she would
have conceded gracefully and found a legitimate job that contributed to
moving our community forward,” Hanson said. “I have faith that
Oaklanders are smarter than this, and will resist the urge to be
distracted by a desperate attempt for relevance.”

Thao said in a statement she has “the best job in the world” because she
gets to fight to make Oakland safer, more affordable, and more
prosperous.

“I ask all Oaklanders to help me achieve that vision with hope and
collaboration and push aside fear and division,” Thao said.

There are many steps supporters of a recall have to undertake before it
is put to voters during a scheduled election. One major step is the
recall organizers must collect signatures from at least 10% of the
population, according to state rules that govern recalls in Oakland.
According to Alameda County data, there are over 240,000 voters in the
city, which means the recall supporters must collect roughly 24,600
signatures.

The recall organizers’ main focus: crime
At the beginning of 2023, a group of people upset with District Attorney
Pamela Price’s new policies around prosecuting crime launched a recall
campaign against her, arguing that her progressive stances on issues
like not charging juveniles as adults and not seeking enhancements and
maximum prison sentences in all cases has contributed to worse crime in
Oakland. The organizers of the Thao recall are making similar claims
about the mayor. They accuse Thao of “systematically dismantling” the
police department, “unjustly” terminating the former police chief, and
failing to uphold her promise to hire a new chief.

Last year was a bad year for crime in Oakland. There were 17,256
burglaries in 2023—a 23% increase over 2022. Commercial burglaries were
up 9% compared to 2022, fueling growing discontent among business
owners, some of whom have dealt with multiple break-ins. Vehicle thefts
were up 45% compared to 2022, and robberies were up 38%.

Many crime trends started worsening before Thao took office as mayor.
For example, in 2019, Oakland ended the year with 75 murders. In 2020,
murders shot up to 102. In 2021, LeRonne Armstrong’s first year as
chief, murders further increased to 123—the highest in 15 years. Murders
appear to have plateaued at higher levels in 2022 and 2023, at 120 each
year, according to OPD’s most recent annual crime report.

The city’s violent crime index—which tracks serious crimes, including
homicide, aggravated assault, rape, and robbery—peaked at 7,984 total
incidents in 2013, according to OPD data for 2009 through 2019. Then,
violent crime dropped for six years. When the pandemic hit, violent
crime shot up again.

The recall organizers have accused Thao of worsening public safety by
tearing down OPD, but the department hasn’t seen any layoffs or major
cuts in recent years, even after city leaders, including Thao, expressed
an interest in diverting funds to police alternatives after the George
Floyd protests in 2020. In June 2023, Thao’s first year as mayor, she
and the Oakland City Council approved a city spending plan that
increased OPD’s budget by roughly $40 million over what it received in
the last cycle, growing it from $683 million to $722 million. Oakland
leaders also funded six police academies.

However, because of rising costs due to inflation and other factors, the
$40 million increase in OPD’s budget hasn’t been enough to maintain
prior levels of police services. And the city’s $360 million shortfall
in its general fund forced Thao and City Council to make cuts across the
board to services. OPD agreed to cut its overtime budget by 15% and
reduce the number of budgeted sworn officers from 726 to 710. The city
also froze hiring for vacant OPD positions that it couldn’t afford to
fill. OPD, like other departments, avoided layoffs. The department is
currently projected to overspend its budget by $32.32 million in fiscal
year 2023-2024.

OPD graduated a new academy class at the end of 2023, which should
increase the number of officers to 725. For perspective, OPD staffing
was at a recent high of 750 in 2019. That number plummeted during the
pandemic, hitting a low of 690 in 2022, before Thao was elected mayor.

The recall organizers have also criticized Thao for firing Police Chief
LeRonne Armstrong, and for not yet hiring a replacement.

In January 2023, Thao placed Armstrong on administrative leave after an
outside investigation faulted him for “systemic failures” in how OPD
handled two misconduct cases for an OPD sergeant. She fired Armstrong
the following month after he went to the press and called OPD’s federal
monitor, Robert Warshaw, corrupt.

The Police Commission opened a search for a new chief, but the mayor
criticized the commission after an internal power struggle spilled into
public, and she promised to declare a state of emergency if the
commission didn’t send her candidates before the end of the year. In
September, a neutral hearing officer opined that Armstrong had not been
negligent in his duties as chief, but stopped short of saying he should
be reinstated. This report was seized on by Armstrong and his
supporters, including members of the Oakland Police Commission, who
advanced him as a finalist for the OPD chief job. Thao said she has lost
trust in Armstrong and rejected him and two other candidates in
December. The commission reopened the search and is expected to send new
candidates to the mayor in March. In the meantime, an interim chief is
running OPD, one of many times in the department’s recent history when
the chief’s role has been filled by a lower-ranking officer or outsider.

Paula Hawthorn, chair of Oakland’s Public Safety and Services Violence
Prevention Oversight Commission, spoke in her personal capacity with The
Oaklandside about the recall. Hawthorn was deeply opposed to the mayor’s
decision to fire Armstrong, calling him the best chief the city has had
for a long time. But she believes the recall is a mistake.

“She was elected honestly,” Hawthorn said. “I regret that she was
because I was very much for Loren Taylor. But that’s democracy, that’s
where we are, that’s what we do. We allow people to serve out their
terms.”

Hawthorn also dismissed the idea that OPD has been dismantled under
Thao. She said that Darren Allison, who has been running the department
since January 2023, is a “perfectly good” interim chief.

“The department is running along as well as it can and trying to figure
out what to do with this horrible crime spell, which nobody understands
why it’s happening or how to fix it, and that’s the bottom line,”
Hawthorn said.

Who are the recall organizers?
Brenda Harbin-Forte served as an Alameda County Superior Court judge
from 1998 until her retirement in 2019. In 2020, Oakland Mayor Libby
Schaaf appointed her for a roughly two-year term to the Police
Commission, an independent board with hiring and firing power over the
city’s police chief.

Harbin-Forte’s term expired in October 2022 but she continued to serve
on the commission and Thao didn’t remove her until June 2023. This
followed infighting on the commission, partly over the commission’s
leadership. At the time of her removal, Harbin-Forte accused the mayor
of trying to ensure that OPD remains under the control of the federal
monitor, Robert Warshaw, who has been overseeing the department’s reform
efforts. Harbin-Forte was an ally of the former commission chair,
Tyfahra Milele, who clashed with Thao over the timeline for the police
chief search. In a recent SFGATE interview, Harbin-Forte said the recall
campaign against Thao isn’t “petty revenge.”

Seneca Scott is a local activist who founded the group Neighbors
Together, which describes its mission as holding elected officials
accountable and checking the interests of special interest groups like
labor unions and nonprofits. He unsuccessfully ran against Thao and nine
other candidates in the 2022 mayoral election. He received 3,740 votes,
coming in seventh place. During the campaign, Scott repeatedly accused
Thao and her supporters of wrongdoing, including by publicizing ethics
complaints made by a former staffer in Thao’s City Council office and by
alleging that another Thao staffer was running a secret Twitter account
while on the job.

Scott has a history of making inflammatory statements, including last
summer when he accused an LGBTQ member of Thao’s staff of being a
pedophile.

After the 2022 election, Scott and the NAACP pushed for a recount in
hopes of overturning Thao’s win. Scott telegraphed his interest in
pursuing recalls against Oakland officials he disagrees with in a June
2022 op-ed about San Francisco District Attorney Chesa Boudin, where he
hinted that a similar campaign could happen in Oakland. In an August
2022 Twitter post responding to Council President Nikki Fortunato Bas,
Scott said “The SF recalls were only the beginning.”

up 44 percent. Both crime types stand out to be at the highest rate seen
since 2013.

The last large burglary increase in Oakland was in 2019 with nearly 15,000
reported. In 2023, that figure was over 17,000.

Motor vehicle thefts are steadily rising, from about 8,700 reported in
2020 to about 14,700 reported in 2023.

This rise in crime comes as there are renewed calls for the mayor to
declare a state of emergency.

"It's just chaos... and the city just cannot afford the chaos," said
retired Alameda County Judge Brenda Harbin-Forte.

Judge Harbin-Forte says a year without a police chief is unacceptable.

"So you know I have to say that this Mayor has blood on our hands and we
just can't afford to have her in office any longer," she told ABC7.

In September, Mayor Sheng Thao said she would "declare a state of
emergency" if a new police chief isn't selected by the end of the year.
Instead, last week she rejected the three recommendations made by the
police commission delaying the process until at least March.

OAKLAND, Calif. (KGO) -- In September, Oakland Mayor Sheng Thao said she
would declare a state of emergency if the city's police commission didn't
send her a list of finalists for a new police chief. Now a coalition of
community groups is demanding that Mayor Thao follow through on that
promise.

"And we are saying to Mayor Sheng Thao - honor your word and declare a
state of emergency!" Edward Escobar told a small crowd rallying in front
of City Hall on Friday morning. Escobar is with the community group
Citizens United.

The mayor was sent a list of three police chief finalists, but she
rejected all three.

For the past few weeks, community groups have been rallying against
Oakland city leadership and Alameda County District Attorney Pamela Price,
demanding more be done to address public safety.

Virginia Nishita, who also spoke at the rally, said last week's shooting
death of Oakland Police Officer Tuan Le reminded her of what happened to
her husband, Kevin Nishita. Kevin was a former Bay Area police officer,
who was killed while guarding a local TV news crew. Nishita wants Price to
charge the three suspects in Kevin's murder case with the full extent of
the law, which means life sentences without the possibility of parole.

"The gun charges are being dismissed in my husband's case," Nishita said.
"So (the suspects) will be eligible to get parole."

Oakland City Councilmember Noel Gallo joined Friday's rally. He supports
declaring a state of emergency.

"We know who some of the criminals on the street are. We are not
prosecuting them. We are not arresting them," said Gallo. "We need to
declare an emergency to get assistance from the sheriff, the FBI, U.S.
Marshall and the highway patrol."

"I think these people are afraid to say that they want to police
department to step up and do more. So, instead, they can target the policy
makers that create the laws because it is an easier target," said Oakland
City Councilmember Carroll Fife, who backs the mayor.

Fife acknowledges the challenges the city is facing with crime, operating
without a police chief and facing a historic budget deficit. She adds that
the city has implemented new measures, such as grants for small businesses
and new police initiatives, which include deploying more walking patrols
and establishing a mobile unit in the Fruitvale district.

"We have had a number of academies, the police academies, for the
individuals who are calling for police on the streets. Everything is being
implemented at this current time. We need time for it to show
effectiveness," Fife said.

Former Alameda County Superior Court Judge Brenda Harbin-Forte, who was
removed by Thao from the Oakland Police Commission, is set to formally
launch the recall campaign on the mayor. She plans to send a letter of
intent to Thao on Saturday morning.

"We need to hold her to the same standard for which she tried to hold
Chief Armstrong. And she said, basically, 'Things happened on your watch,
therefore you have to go.' Things are happening on her watch. She needs to
go," Harbin-Forte said.

Thao didn't respond to a request for comment.

OAKLAND, Calif. (KGO) -- The effort to recall Oakland Mayor Sheng Thao
officially got underway on Saturday when a notice of intent was sent via
certified mail to the mayor by retired Alameda County Superior Court
Judge Brenda Harbin-Forte.

"There are too many lives that have been lost, too many cars stolen, too
many people who have been robbed -- coming from a bank, followed home.
Too many businesses have even closed. This mayor has blood on her
hands," said Harbin-Forte, who is the lead proponent of the recall.

The letter states: "You lack the competency, credibility, judgement and
ability to lead what was once a great American city."

As stated in the letter, grounds for the recall include creating a
public safety crisis by "systematically dismantling the Oakland police
department," delaying OPD's exit from 20 years of federal oversight,
missing the deadline for a multi-million dollar state grant to fight
retail theft, and rising crime."

"Businesses were not leaving Oakland at this pace before she came into
office. So we can't pretend that there is no correlation between her
decisions and what is happening with the city now," said Harbin-Forte.

"The roads are horrible. The streets are so flighty and dirty," said an
Oakland resident, who only gave her name as Ziba. "I think (Mayor Thao)
is incompetent. And she has to go."

Others who support the recall point to the Oakland A's leaving, problems
at the 911 emergency dispatch center, a cyber-attack and the ongoing
homeless problem.

Oakland City Councilmember Noel Gallo says he is "surprised" by the
recall and doesn't support it. He thinks it will create more divisions
in city hall. But he adds, he does support voters' right to take action.

"People are frustrated. They are disappointed. They want immediate
action to bring back Oakland to the level where it used to be," Gallo
said.

Gallo is calling for Thao to declare a state of emergency, which could
allow Oakland to seek state and federal funding and assistance from
outside law enforcement agencies.

Thao has admitted to mistakes at previous public forums.

"The buck does stop with me. I am the mayor. So I take full
responsibility for that," said Thao at an event in December about
missing the retail theft grant.

But Thao's supporters point to new programs underway, such as grants for
small businesses and new policing initiatives, even as Oakland tackles a
historic deficit. And they argue, though crime maybe up, it is not at
historic levels.

Harbin-Forte was on the Oakland Police Commission until she was removed
by Thao last year. Oakland City Councilmember Carroll Fife sees the
recall a political stunt.

"It's very disturbing that an individual that was released from a police
commission, for a number of factors, is part of an effort to unseat a
newly-elected mayor, who really hasn't had the opportunity to show
whether or not there can be real changes in a city. We have to turn
around an ocean liner in the City of Oakland," Fife said.

Harbin-Forte dismisses such accusations.

"What is happening in Oakland is serious. It is significant. And we
don't need anybody in this process who is trying to settle a grudge. And
I am certainly not doing that," she said.

Thao's office did not respond to requests for comment. Once the notice
is received, the mayor has seven days to respond.

shows the popular Colonial Donuts in Oakland getting robbed for a second
time in one week.

"This is the third time that Colonial Donuts has been robbed. Two times
this week alone. Three times in the last six months. This is
unacceptable," said Brenda Ly, a spokesperson for the family that owns
Colonial Donuts.

A coalition of community groups rallied in front of Colonial Donuts on
Friday morning. They blame failed leadership and failed policies for
rising crime. They called out Alameda County District Attorney Pamela
Price, Oakland Mayor Sheng Thao and Council President Nikki Fortunato
Bas.

"We are not safe, and it is because of policy. Not COVID. Not the
economy. Not late-stage capitalism. Policy. Otherwise, these things
would be happening in Berkeley, with the same frequency as they are
happening in Oakland," said Seneca Scott with Neighbors Together
Oakland.

Among the changes they want: bringing in more county and state

Chris Moore, a candidate running for District 5 on the Alameda County
Board of Supervisors.

Examples of failed leadership include missing a state grant deadline to
tackle retail theft and the mishandling of 911 dispatcher applications,
even though that issue began before Mayor Thao took office.

"The city's Human Resources Management Department missed out on about
1,000 submitted 911 dispatcher applications for an entire year. Is that
acceptable, people?" said Edward Escobar with the Coalition for
Community Engagement.

The crowd responded with a resounding "No."

Oakland city leaders counter these claims by saying crime is trending
downwards. The addition of foot patrol officers, having CHP help with
traffic mitigation, and the introduction of the mobile command center in

In a statement to ABC7 News, Mayor Sheng Thao writes, in part, "Oakland
has more police officers, safety ambassadors, and violence prevention
teams on our streets than any time in the past two years. We've also
increased patrols and undercover operations and provided funding to
business districts to enhance security."

But many at Friday's rally say these are just bandaid solutions to
ongoing issues.

"These are all superficial responses to what's been on going. We need
actual solutions that are sustainable," said Dr. Jennifer Tran,
president of the Oakland Vietnamese Chamber of Commerce.

A Lyft driver in the San Francisco Bay Area was arrested over the weekend
for allegedly taking an unconscious passenger to his home and sexually
assaulting her, authorities said Sunday.

Tonye Kolokolo, 46, faces charges of rape and false imprisonment, San
Bruno Police Department Lt. Ryan Johansen said in a statement.

Police accused Kolokolo of picking up the 25-year-old woman at a bar in
San Mateo early Saturday morning and then driving nearly 100 miles to his
home in Tracy after she passed out in his back seat.

There, Johansen said, Kolokolo allegedly raped the passenger.

The statement asked other people who may have had similar experiences with
the driver to contact authorities.

In a statement to NBC Bay Area, Lyft called the incident “terrifying” and
said Kolokolo’s access to the ride-share service had been permanently
removed.

The company said it had reached out to the passenger and was working with
the authorities.

Kolokolo, who is being held in San Mateo County Jail, was scheduled to be
arraigned Monday.

Court records didn’t a list a lawyer for him.

More than a month after a Lyft driver allegedly sexually assaulted a
woman, Cobb County police arrested the man Monday.

Jerome Antonio Booze, 39, of Decatur, remained in the Cobb jail on a
felony rape charge Thursday, according to records. Police have not said
why it took more than a month to arrest Booze.

Booze picked up a Smyrna woman from the Anchor Bar in northeast Atlanta
on Dec. 10 after she requested a Lyft to take her home, Channel 2 Action
News reported.

chaste and true. Lawyers of the highest standing have introduced

crimes against the honor and safety of women and girls.
Physicians who are professors in medical colleges among the
foremost in the world, men in reputation for their skill and
beloved for their devotion to the people's welfare, have told
here in medical terminology the intolerable consequences, to
guilty and innocent, of the odious business of making commerce
of girls and promoting the debauchery of young men. We are sure
the time has come when millions will thank these lawyers and
physicians for breaking the seal of secrecy and giving the
people their birth-right—the truth.

It is told that after Dante had written his "Inferno" the women
of Florence would turn pale and whisper to each other as he
passed, "There goes the man who has been in Hell." Some of us
have gone to the abyss and have seen things which are not lawful
for a man to utter. Such as could fitly be told, and must be
told, we have been telling for years past, knowing that the
truth must prevail.

To our great joy the magazine having the largest circulation in
the world, "Woman's World," with more than two million
subscribers, took up the appeal for the safety of American and
alien women and girls in September of last year. This magazine
has already printed or caused to be printed and circulated fully
fifty million pages, and it is enlisted for the war—war on the
most shameful crime of debauchery and exploiting the youth of
both sexes.

This is a critical time for our nation. We must now decide
whether to stamp out the White Slave Traffic and its attendant
vices, or to go the broad way that has led both ancient and
modern nations to destruction.

Concerning the effect of vice upon the destiny of nations the
Encylopaedia Britannica (Volume 32, page 32), says truly:
"Though it may coexist with national vigor, its extravagant
development is one of the signs of a rotten and decaying
civilization * * * a phase which has always marked the
decadence of great nations."

But though we thus speak we are confident that this is truly the
land of the free—free, glad, safe womanhood—and the home of the
brave—men brave enough to protect our girls and to deal with the
White Slave traders and all their sort as they deserve.

I am firmly convinced that when the people of this nation
understand and fully appreciate the unspeakable villainy of "The
White Slave Traffic" they will rise in their might and put a
stop to it. The growth of this "trade in white women," as it has
been officially designated by the Paris Conference, was so
insidious that it reached the proportions of an international
problem almost before the people of the civilized nations of the
world learned of its existence.

The traffic increased rapidly, owing largely to the fact that it
was tremendously profitable to those depraved mortals who
indulged in it, and because the people generally, until very
recently, were ignorant of the fact that it was becoming so
extensive. And even at this time, when a great deal has been
said by the pulpit and the press about the horrors of the
traffic, the public idea of just what is meant by the "white
slave traffic" is confused and indefinite.

It is my hope and belief that this work, edited by the scholarly
and devoted Ernest A. Bell, whose life of toil for the wayward
and the fallen has endeared him to all who know of him and his
work, will do much to make the nature, scope and perils of this
infamous trade better understood.

The characteristic which distinguishes the white slave traffic
from immorality in general is that the women who are the victims
of the traffic are forced unwillingly to live an immoral life.
The term "white slave" includes only those women and girls who
are actually slaves—those women who are owned and held as
property and chattels—whose lives are lives of involuntary
servitude. The white slave trade may be said to be the business
of securing white women and of selling them or exploiting them
for immoral purposes. It includes those women and girls who, if
given a fair chance, would, in all probability, have been good
wives and mothers and useful citizens.

Only a little time ago there were many thousands of our best
citizens who were unable to bring themselves to believe that an
international traffic in white women really existed. The
statement seemed too sensational for their acceptance. If any
readers remain who are still unconvinced that such an
international traffic is a fact, let them consider the
following, quoted from the annual report for 1908, of Hon. Oscar
S. Straus, the Secretary of Commerce and Labor:

"An international project of arrangement for the suppression of
the white-slave traffic was, on July 25, 1902, adopted for
submission to their respective governments by the delegates of
the various powers represented at the Paris conference, which
arrangement was confirmed by formal agreement signed at Paris on
May 18, 1904, by the Governments of Germany, Belgium, Denmark,
Spain, France, Great Britain, Italy, the Netherlands, Portugal,
Russia, Sweden, Norway, and the Swiss Federal Council. This
arrangement, after submission to the Senate, was proclaimed by
President Roosevelt June 15, 1908, and is printed in full in the
report of the Commissioner General of Immigration. The purpose
of the arrangement is set forth in the preamble, which states
that the several governments, 'being desirous to assure to women
who have attained their majority and are subjected to deception
or constraint, as well as minor women and girls, an efficacious
protection against the criminal traffic known under the name of
trade in white women ("Traite des Blanches"), have resolved to
conclude an arrangement with a view to concert proper measures
to attain this purpose'."

It is, of course, inconceivable that the distinguished
representatives of these great governments would have
entertained for consideration any subject not of vital and
international importance.

There is still another point upon which I feel moved to place
all possible emphasis—the hideous depravity and the fiendish
cunning of the criminals who engage in this most abhorrent and
revolting of all criminal pursuits.

Kipling said in one of his poems, describing the doings of
lawless people in the camps of one of the Northern countries,
that, "There is never a law of God or man runs north of Forty-
nine." That and more too might be said of the districts where
the white slaver grows rich from his traffic in girls. The men
and the women who engage in this traffic are more unspeakably
low and vile than any other class of criminals. The burglar and
holdup man are high-minded gentlemen by comparison. There is no
more depraved class of people in the world than those human
vultures who fatten on the shame of innocent young girls. Many
of these white slave traders are recruited from the scum of the
criminal classes of Europe.

And in this lies the revolting side of the situation. On the one
hand the victims, pure, innocent, unsuspecting, trusting young
girls—not a few of them mere children. On the other hand, the
white slave trader, low, vile, depraved and cunning,—organically
a criminal.

In the prosecutions which I have officially conducted against
this class of criminals the fact has developed that when caught
they generally are willing to arrange to pay heavy fines. These
offers have, of course, been refused and we have taken the
position that we will in no case accept merely a fine. In all
these cases already tried we have asked the court to impose jail
sentences and we expect to continue that policy. Men and women
who make a living and fatten off the shame, the disgrace and the
ruin of innocent young girls are a menace to the community, to
whom no quarter should be given.

The rule in my office with reference to this class of cases is
to show no quarter—to extend no consideration of any kind. We
are requiring heavy bail and asking for imprisonment in the
penitentiary in case of conviction. And I may add that no
criminal convictions secured as a result of my efforts have
yielded me a personal satisfaction to be compared with that
afforded by the conviction of those engaged in the white slave
trade.

One word more: I hope soon to see the time when the laws of the
land will as carefully protect the daughters of the United
States from the destroying hand of the white slave trader as the
international treaty agreements now protect the girl who is
brought in from foreign shores.

A Sudanese woman has been accused of murdering three children, including a
nine-month-old baby boy, at a home in Bristol in the early hours of
Saturday evening.

The children are believed to be Fares Bash, a seven-year-old-boy, Joury
Bash, a three-year-old girl, and Mohammed Bash, a nine-month-old baby boy.

The 42-year-old woman, who cannot be identified for legal reasons, is
being held in custody in hospital, where she is recovering from non life-
threatening injuries.

Avon and Somerset Police said post-mortem examinations are expected to be
finished by the end of the week.

The alleged murder is an isolated incident with no further threat to the
community, police said.

It is understood that the woman and her husband had moved from Sudan to
the UK around seven years ago.

The woman is said to have been struggling with her mental health in the
weeks beforehand, according to Sudanese friends, and had been in contact

Business ? retaliated against her after they learned of the
relationship, which would be the basis for her sexual harassment
claim.

In a statement to the National Enquirer on Wednesday, Payne said
he’d had an “affair” with a then-unnamed analyst. “I would like
to extend an apology to my family and friends for having been
involved in a romantic affair that ended two years ago,” he said.

A similar scene unfolded at the adult club in October.

In that case, two people were shot in the parking lot of the
club, according to the Signal Hill Police Department.

A third person was run over by a motorist fleeing the area after
the shooting, police said.

At the time, Lt. Ron Sagmit, a department spokesman, said
shootings have been reported at the strip club in the past.

Right-wing strategist Steve Bannon, a prominent Donald Trump

she had committed "perjury."

A woman who claimed she lost her unborn child during a shooting
at an Ohio gender reveal party earlier this month wasn't
pregnant at the time, police revealed Monday.

Colerain police said the woman, Cheyanne Willis, 21, had lied
about her pregnancy, The Cincinnati Enquirer reported. It's
unclear why she hosted the July 8 gender reveal party -- a
celebration where an expecting mother finds out the sex of her
child.

"All we have at this point is speculation," Colerain Police
Chief Mark Denney said.

Two men opened fire at the Cincinnati-area party, killing one
woman, identified as Autum Garrett, 22, and injuring eight other
people, including three children.

Willis told Fox 19 she lost her child, a boy, after being shot
in the leg.

The police department released a statement Monday saying the
false information has hampered its investigation into the deadly
shooting.

"Hours and days have been wasted following leads known to be
lies when they were provided to our officers. From the very
beginning of this investigation, we have met significant
resistance that is uncommon from victims of crime wanting a
resolution," the statement said.

Police are still looking for the gunmen, who have not been
identified. An unloaded gun was discovered in the front yard of
the single-story home.

An anonymous donor has offered a $10,000 reward to anyone with
information leading to an arrest.

Nampa, ID (CBS2) — The Nampa man who was involved in four shootings over
the weekend in Idaho and Nevada has died.

According to Nampa Police 25-year-old Anthony Erasmo Madrid Jr. of Nampa
was involved in four separate shootings in Caldwell, Nampa, and northern
Nevada.

The first shooting happened near the intersection of Indiana and Ustick
Roads in Caldwell on Friday, Feb. 16th around 10 p.m. where Madrid shot
into a vehicle that was carrying two adults and a six-year-old child. A
woman in the car was shot and suffered non-life-threatening injuries.

The Second shooting happened in Nampa on Saturday, Feb. 17, just before
11:00 p.m. when Nampa police attempted to stop Madrid's vehicle and
Madrid fled from police before crashing into a building near 19th Avenue
North and 4th Street North. Madrid then continued on foot while he fired
shots at police. No one was injured in the crash or shooing.

Madrid then opened fire inside an apartment on the 1900 block of 1st
Street North around noon on Monday, Feb. 19, before fleeing through a
window. When police arrived they found several bullets in the walls but
there were no injuries to anyone in the apartment or surrounding units.

Nampa police traced Madrid from Nampa through southern Idaho and into

Madrid's vehicle leading to another police chase. Nevada police used a
spike strip to puncture Madrid's tires after which Madrid shot at
officers before crashing his vehicle. When officers approached the
vehicle they found Madrid with a self-inflicted gunshot wound and
transported him to a hospital where he died.

A suspect in the killing of a woman at a New York City hotel – who was
arrested in Arizona in connection with a different case – will not be
extradited, Maricopa County Attorney Rachel Mitchell said Wednesday,
citing the handling of other cases by Manhattan prosecutors.

Raad Almansoori, 26, was arrested in Arizona this week on suspicion of
stabbing two women in that state, according to New York City Police
Department Chief of Detectives Joseph Kenny.

Almansoori is wanted in New York in connection with the February death of
Denisse Oleas-Arancibia, 38, who was found dead in her SoHo hotel room
with a bloody iron next to her body, according to police. The death was
ruled a homicide.

“We will not be agreeing to extradition… We’re going to keep him here,”
Mitchell told reporters Wednesday. “These are mandatory prison sentences
and having observed the treatment of violent criminals in the New York
area by the Manhattan DA there, Alvin Bragg, I think it’s safer to keep
him here and keep him in custody so that he cannot be out doing this to
individuals either in our state or county or anywhere in the United
States.”

Mitchell made a point to say the decision was not a criticism of the NYPD,
focusing instead on the Manhattan district attorney.

A spokesperson for Bragg pushed back against the criticism in a statement,
saying it is “deeply disturbing” that the Arizona prosecutor is “playing
political games in a murder investigation.”

“In Manhattan, we are serious about New Yorkers’ safety, which is why
murders are down 24% and shootings are down 38% since DA Bragg took
office,” Emily Tuttle said. “New York’s murder rate is less than half that
of Phoenix, Arizona, because of the hard work of the NYPD and all of our
law enforcement partners. It is a slap in the face to them and to the
victim in our case to refuse to allow us to seek justice and full
accountability for a New Yorker’s death.”

Bragg has come under fire since issuing guidance to his assistants in 2022
to refrain from asking for bail even in some cases that were “bail
eligible.” His guidance followed a controversial 2020 state bail reform
act that essentially barred judges from setting bail in a sweeping number
of crimes – a change critics said puts communities in danger.

In January, four of seven men indicted for assaulting NYPD officers near
Times Square were released without bail. The defendants in that assault
outside a migrant shelter were charged with felonies for which prosecutors
could have asked for bail, in particular because they were living in
temporary shelters for migrants and had no “ties to the community” to
ensure their return to court. But prosecutors did not ask for bail,
sparking criticism from state and local officials.

In a statement wednesday, Paul DiGiacomo, president of the Detectives’
Endowment Association, said: “When you have prosecutors from around the
country that can’t trust that District Attorneys like Alvin Bragg will
ensure justice, you know we have a real crisis. NYPD Detectives have seen
it firsthand as the violent criminals they arrest are freed within
moments. They’re fed up — and New Yorkers should be too!”

The death of Oleas-Arancibia in New York was “caused by blunt force trauma
to the head,” Kenny, the NYPD chief of detectives, said, citing a medical
examiner’s office. “Bits of plastic were found embedded inside of her
skull,” Kenny said.

Kenny said the death likely stemmed from a dispute over how long
Almansoori was allowed to stay in the hotel room with the victim.
Detectives said they were able to identify the suspect through video
canvasses, witness interviews and by tracking credit card usage.

Nine days after Oleas-Arancibia was discovered in New York, Almansoori is
suspected of committing a knifepoint carjacking in Phoenix, Arizona, on
February 17, and stabbing a female victim.

The next day, police in Sunrise, Arizona, were called to a McDonald’s
where a woman was found with multiple stab wounds. Almansoori was arrested
in Scottsdale driving a stolen car.

“While in custody of Arizona law enforcement, (the suspect) informs them
that he is wanted for homicide in New York City and tells the cops that
they should Google ‘SoHo 54 hotel,’” Kenny said.

Police are also exploring the possibility of additional victims, as
Almansoori told officers in Arizona that he had three additional female
victims in Florida, investigators said.

The NYPD has appealed to law enforcement and communities around the
country, saying there’s potential for other victims anywhere Almansoori
has visited.
