1) I'm aware of what I'm saying.
2) The whole paragraph talks about how some people are essentially
attracted by the death penalty to the place that has the death
penalty, the last sentence clearly states that as fact. I'd prefer
to leave out the obvious part, instead allowing the reader his
chance to figure it out for himself, but I know that such
"ambiguity" of purpose is responded to around here with the claim
that it's bad English.
3) The people attracted to the death penalty are few and not
representative of the average person's reaction to the threat of
capital punishment.

Here's an idea that any state can run with if it thinks it makes
sense. How about when times are good, instead of expanding the
state's budget so much, which just makes it harder to pay for when
times get bad again, start to get ahead of the curve by saving.
Eventually you could have a quarter then half a year and then
finally an entire budget year of funds socked away drawing interest
and ready for spending. You'd know what you had and wouldn't have
to estimate. What a concept!
In other words you can't back up your claim.
