NEWS BRIEFS

* The European Union countries granted Turkey the "candidate" status
yesterday. Turkey has been waiting for the candidacy for more than 35
years.
The Turkish officials and the media indicated that they did not like The
EU conditions set forth for the candidacy and eventual admission to the
European Union, and initially there was speculation that Turkish prime
minister Mr. Bulent Ecevit may reject it.
However, after the visit of two high level European Union officials '
visit to the Turkish capital, Mr. Ecevit announced that Turkey accepted
the candidacy status.

* Among the conditions that the European Union countries put forth were:

- Turkey's settlement of its disputes with Greece in the Aegean Sea
concerning disputed territories.
- Improvement of its human rights.
- Getting its economy in shape, especially reducing inflation.

* The U.S. administration has been lobbying with the European countries
for months to grant Turkey the candidacy. In addition to the U.S., there
were some unlikely allies supporting Turkey: Daily Cumhuriyet reported
that various Kurdish groups had called for this. In fact the, jailed
leader of the rebel Kurdish Workers Party, Mr. Abdullah Ocalan, who is
also on death row, was issuing statements from his cell in favor of the
candidacy.

* A Turkish delegation headed by the chairperson of the Turkish
Parliament's Human Rights Commission Ms. Sema Piskinsut went to Georgia to
visit Chechen refugee camps.
Earlier in the week, Turkey criticized Russia for its indiscriminant use
of force against the Chechens.

* Daily Aksam reports that The European Court of Human Rights, concerning
a complaint submitted by the Freedom and Democracy Party's founders,
condemned Turkey to pay damages of 70 thousand French Franks. The Turkish
Constitutional Court closed down the Freedom and Democracy Party on July
14th, 1993.

* The Bosporus straits will be closed to shipping for 12 hours on new
year's eve to prevent any year-2000 problems arising from the computers of
the ships.
Meanwhile a group calling itself "Eco-Warriors" said that there had been
three shipping accidents in the Bosporous this week. Bosporus is one of
Worlds most congested waterways. It is the only way for Bulgarian,
Romanian, Ukrainian and Georgian ships to reach the Mediterranean,

* The KFOR started broadcasting in Turkish in addition to English,
Albanian and Serbian in Kosova. There is a sizable Turkish minority in
Kosova, and Turkey also contributed troops to the KFOR.
At the same time, a Turkish paper made its debut at the Kosova stands.

* Turkish President Suleyman Demirel was in Bosnia for an official visit.
While in Bosnia, Mr. Demirel visited the Turkish peace keeping troops. Mr.
Demirel said "Turkey has an interest in seeing peace in the Balkans. This
is the reason why our soldiers are here".

* Turkish and Greek Cypriots are still conducting indirect negotiations in
New York over ways to reunite the divided island. The Turkish Cypriot
leader Mr. Rauf Dentash, however, was upset by remarks of the Greek
president Mr. Kostis Stefanopoulos. Mr. Stefanopulos allegedly said in an
address that Cyprus is a Greek island and would remain so.
Turkish papers report that Mr. Denktash complained to the United Nations
Secretary General Kofi Annan, and Annan is supposed to warn Athens about
Mr. Stefanopoulos remarks.

ECONOMY

* Daily Hurriyet reports that the Turkish Lira will depreciate only by 20%
with respect to the U.S. dollar.
The chairman of Turkey's Central Bank made this forecast at a press
conference on Thursday. Many view this forecast very optimistic.
In the past decade, due to inflation reaching double digits, Turkish
Lira have been depreciating at 100% a year.

* The Deputy Chairman of Turkey's Central Bank Mr. Sureyya Serdengecti
states that the computers of the Turkish Banks are ready for the year
2000. Mr. Serdengecti says that Turkish banks became aware of the
potential danger early and tackled the problem early on.

* Turkcell, one of Turkey's GSM telephone companies, is planning to issue
$200 million in bonds to expand its network.
GSM phones are the European version of the North American cellular
telephone system.

* In August, foreign investors were not optimistic about the Turkish
economy. However, Mr. Faruk Yoneyman, the Chairman of the Executive Board
of the Association of Foreign Investment says that the foreign investors'
opinion has changed recently. Most of the investors see favorable growth
and economic indicators ahead.

* As in 1997 and in 1998, the Turkish economy ranked 16th in the world,
with its $405 billion national income in purchasing power parity.

* Galatasaray, representing Turkey in the UEFA Cup, defeated the Italian
Bologna team in a tough match played at the Ali Sami Yen stadium with a
score of 2-1. The Turkish goals were scored by Hasan and Umit in the 4th
and 29th minutes respectively. The only Italian goal was scored by Ventola
in the 8th minute. This victory has carried the Turkish team forward to
the Fourth Round.

* Istemihan Talay, Turkey's Culture Minister, said on Wednesday
that the "Palace of Gold and Light" exhibition would open
in Washington D.C. on March 1, 2000.
The exhibition will consist of 239 works from five museums
including the Topkapi Palace, the Yildiz Palace, the
Istanbul Archaeology Museum and the Turkish and Islam Works
Museum and will be insured for 368 million U.S. dollars.
More than one million Americans are expected to visit the
exhibition. The biggest work in the exhibition will be an
ebony throne. There will be handwritings, tugras -sultan's
signatures- aigrettes, caftans, carpets, chinas, and weapons
in the exhibition.

* The "Abdi Ipekci Peace and Friendship Award" will be
presented to Turkish Foreign Minister Ismail Cem. According
to a decision unanimously taken by the Turkish and Greek
members of the Committee, the award ceremony will be held
both in Ankara and in Athens. Greek Foreign Minister George
Papandreu had previously praised the efforts of Ismail Cem
in contributing to Turkey's EU candidacy bid and the
development of Turco-Greek relations.

* A guide book to Turkey has been selected the best
tourism book of the year by the British Guild of Travel
Writers. "Insight Guide: Turkey,"which describes the
history, geography and lifestyle in Turkey's different
regions, is published by APA Publications of Singapore, the
world's top tourism publishing house.

* Professor Dr. Levent Onural of Bilkent University has
been elected the Institute of Electrical and Electronic
Engineers' Director for Europe, the Middle East and
Africa. Onursal is the first Turkish Professor to become
involved in the administration side of the IEEE. Onursal has
achieved international fame, particularly with his
contributions to digital video communication, and has
produced more than 100 scientific publications.
