VAT and Electricity Pricing - are we being overcharged?

Hello! Not long now and another bill to contend with :-)
First a VAT refund (welcomed)
The they took it back in water rates (£70)
Then insurance (£200+)
Then rates (£120+)
Now electric meter rental
Question is - does anybody know what we should be being charged?
Note on the bill - VAT rate is at 15% (energy is currently charged at
5% - is the meter exlcuded from the service of providing energy?)
I then find a Ofgen pdf (I'll post as a file) - which highlights a
number of questions from a central supplier (being the site).
a) They should not make a profit from the resale of electricty
(excludes gas because it's bottled)
b) They should not make provision in resale for services they cover
within a general site agreement (namely clubhouse, showers, other
amenities etc).
Does anyone know of any of this detail being readily available?
