How do you label Issues on GitHub?

Probably a stupid question, but on GitHub, when you create a new Issue, how do you label it?

 
  1. Select the checkbox next to the items you want to apply a label to.
  2. Issues Milestone assignment drop-downIn the upper-right corner, click Label, then start typing the name of an existing label. Click the label's name to associate it with the item.


However, when I create New Issue, there is no checkbox next to the item. All I can see is the exclamation.

Please advise.

I think I figured it out....Admins can assign labels
