centos/fedora install directions and commands

for what it's worth, I recorded the commands I needed to install Taiga on Fedora 21 since the official directions are only for Debian/Ubuntu.  Also note that Fedora is required because all current versions of CentOS (7 included) do not have the required version for postgresql.
