!DOCTYPE with double quote only as system identifier

hi all,

I have an HTML with following format

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" ">

instead of system identifier inside two double quotes, there is only one with no detail.

StringIndexOutOfBoundsException thrown as Parser cannot trim one double

quotes case. anyone see this as well
