Bugs removing tags

When I remove tags by modifying the smart folder like mentioned in the User Guide, it doesn't behave as expect.
1. My spotlight comments are not removed
2. it removes tags it shouldn't, i.e., if I have a file tagged 'paid' and 'repaid' and set up a Tag folder to remove the 'paid' tag, it will also remove the 'paid' portion of the 'repaid' tag. The resulting file will then be tagged 're'.
