Help with use or not working properly. New User - can't tell which is the problem

I am looking to start with three tags nested as such:

clients
clients/active
clients/inactive

etc. where I could drag a file on any of these and tag it with one or
two tags. I can't get the tag.apps to nest (they are all separate and
in the Tag Folders folder). If I tag a file with clients and active,
there's no smart folder made to show me the contents...?

Am I supposed to make all the 'combination' smart folders myself? I
thought not.

First make a Tag Folder for each tag: "clients", "active" and "inactive". At this point, the three are independent of one another.

Next drag Active and Inactive onto Clients. This will tag them, and thereby make them children of Clients. Note that you will not see any visible difference in the appearance of Active and Inactive. But if you open Clients you will see Active and Inactive listed in its search results.

Now drag a file onto, e.g., Inactive. The file will be tagged with two tags: "inactive" and "client".
