Power must be exercised in the sunshine to ensure that it is exercised correctly.
1. The light or the direct rays from the sun.
Radiant cheerfulness; geniality. A source of cheerfulness
sunshine adj.(形容词)Requiring governmental bodies to hold open meetings and sometimes to permit public access to records:
这么看来 in the sunshine 似不甚好。
We should tighten intra-Party, democratic and legal oversight as well as oversight through public opinion to ensure that the people oversee the exercise of power and that power is exercised in a transparent manner.
第一稿用了in the sunshine;后来改为 under the sun,但是查词典 under the sun有专门释义,等于 in the world;再查资料,改为 in the light of day; 后面觉得还是没把握,最后改为保险没错的 in a transparent manner.
现在查资料,发现 in the sunshine 和 in the light of day 用法是正确的。
Government in the Sunshine Act
From Wikipedia, the free encyclopedia
The Government in the Sunshine Act (Pub.L. 94-409, 90 Stat. 1241, enacted September 13, 1976, 5 U.S.C. § 552b) is a U.S. law passed in 1976 that affects the operations of the federal government, Congress, federal commissions, and other legally constituted federal bodies. It is one of a number of Freedom of Information Acts, intended to create greater transparency in government.
关于 in the light of day:
in the light of day = in the daylight
AHD daylight n.
...
4. Exposure to public notice:
corrupt business practices that were finally brought into the daylight.
daylight n.
1. a.1.a The light of day. (Formerly also day's light.) †to burn daylight: see burn v. 11 b.
b.1.b fig. The full light of knowledge and observation; openness, publicity.
1690 Locke Hum. Und. iv. xiv. (1695) 374 God has set some things in broad Day-light; as he has given us some certain Knowledge. 1856 Emerson Eng. Traits, Character (Wks. Bohn) II. 58 They are good at‥any desperate service which has daylight and honour in it. 1892 Law Times 417/1 A healthy condition of such [jury] lists is not to be relied upon unless they are kept in plenty of daylight.
And those of us who manage the public's dollars will be held to account — to spend wisely, reform bad habits, and do our business in the light of day — because only then can we restore the vital trust between a people and their government.
至此可以得出结论:如果要保留“在阳光下”的比喻,in the daylight (in the light of day)是最好选择。
