I want the Tabs Outliner window to have a separate dock icon in Mac OS X like in Windows?

I've recently switched to Mac OS X from Windows . In Windows, I used to switch between Google Chrome window and Tabs Outliner window frequently by clicking on the taskbar icon. 

But in Mac OS X, the Tab Outliner window is hidden inside the Google Chrome dock icon so I can no longer easily switch between Google Chrome window and Tabs Outliner window via a mouse click like I used to in Windows.

I could move the Tabs Outliner window on to a second monitor or use a keyboard shortcut (alt + tab), but I'm more of  a mouse person so I prefer clicking on the application.

Is there a way to make the Tabs Outliner window a separate dock icon in OS X?

I have no Mac so i cannot advise anything (though i am sure that some solution exist), but why not just click on the Tabs Outliner button in the Chrome window?

You also can create a shortcut to the Tabs Outliner page:
chrome-extension://eggkanocgddhmamlbiijnphhppkpkmkl/activesessionview.html

And maybe somehow utilize this shortcut, maybe add it to the OS X dock (it's possible on Windows, but i am not sure about Mac)
