In continuation of previous discution on the list, I have some
thoughts on the matter.
I will first clarify that these may not be considered strictly
compliant with WUDC rules,
So we should probably have some configureable options also for team assignment,
just like we have for adjudicator assignment.
I also think WUDC rules are too strict and should allow taking more
aspects into consideration
specificlly, If a team was pulled up in one round to a higher scoreing bracket,
pulling up the same team a second time should be avoided if at all possible.
pulling up a team places is "unfair" to that team and we should avoid
repeatadly hurting the same team in the tab. This kind of rule is
common in chess turnaments
specificlly I believe it appears in FIDE chess turnament rules.
As to the question of placing the teams being pulled up in the same room or not,
I believe all teams being pulled up should be placed in the same room
if there is no compelling
reason to do otherwise. This is to ensure maximum "fairness",
A fair room is a room all teams have the same score,
we can measure unfairness by measuring the variance or standard
deviation of points
with in a single debate(room). It is simple to prove that in order to
minimize the sum of the standard deviation
in each room we should place all pulled up teams in the same room.
