The client is looking for a very experienced PM, with PMP where he does not have to coach and teach project management principles. 10+ years of experience or someone with 8+ years with MBA and PMP. This project is with our information risk management team Establish and lead enterprise-wide, cross-functional strategic initiatives. Responsible for the leadership of the detailed day-to-day management of one or more enterprise I.T. projects. The project manager will lead a variety of different types of projects including large-scale application development, systems integration, operational efficiency improvements, process reengineering and infrastructure upgrades and deployments. Accountable for developing project estimates, high level proposals, detailed work plans, resource plans, and schedules. Recommend and take action to direct the analysis and solutions of problems. Communicate project status, escalate issues, and manage to scope, schedule, and budget constraints. Establish and lead enterprise-wide, cross-functional strategic initiatives. The Michigan Department of Technology, Management & Budget Customer Services, Agency Services supporting the Department of Treasury is replacing legacy applications with current technology. This position would be working on the re-write of Delph system/Paradox database to .net using Micorsoft Visual Studio. Senior level .net developer will be expected to perform the following tasks This tasks include but are not limited to:

• Develop and design solutions and may review and advise on design solutions developed by others.

• Comply with programming standards, processes, and evaluate and identify opportunities for programming standardization.

• Use of .net coding standards and integration processes/objects/framework that can be leveraged for an IT Solution.

• Participate in, coordinate or lead computer code review to ensure strategies and applications adhere to State and agency policies, standards or guidelines. Participate in department wide coding standards review. Work with the solutions architect to set up guidelines/processes on code review.

• With a Business Analyst and / or other project team members, presents the information gathered to the Project Review Board and/or Project Sponsors during project review meetings, project workgroups and to the Technical Review Board providing clarification and answers to questions.

• Participate in project planning, estimating, budgeting, scheduling, structured walkthroughs, issue tracking, and project execution. Skills Required

• 5 years of experience developing large scale software systems, using Object Oriented programming language such as .net framework, asp.net, Visual Studio, Internet Information Services, CSS, and Javascript is highly preferred.

• 5 years of experience directing the analysis, definition, and documenting of system and business requirements with clients, for large scale systems. Business process design and re-engineering.

• 5 years of experience developing technical designs in consultation with application/solution architects to set direction of design and development for large application development projects. Review technical design and specification for completeness and conformance to quality standards, especially as a mentor to less experienced systems analysts.

• 5 years of experience developing system and unit test plans, test data and scripts regression testing, and performance/stress testing for application validation and verification. Manage defect tracking for large scale systems implementation.

• 5 years of experience performing extensive analysis and design working on large projects that require exposure to all aspects of the systems development life cycle (SDLC) and creating and maintaining documentation in conformance with established design standards usability standards, UML, and configuration management.

• 5 years of experience evaluating user requests for new programs or modified program components to determine feasibility, budget and time estimation, compatibility with current systems, and computer capabilities.

• 5 years of experience analyzing business requirements, generating project specifications and converting them into code, and applying knowledge of computer programming techniques and computer languages.

• 5 years of experience developing systems with Microsoft SQL Server.

• 5 years of experience in developing reports with a report development tool.

• Good oral and written communication skills, with ability to organize and present information to both IT and client staff. Prepare project communications.

• Ability to work under pressure and tight timelines and diagnose and resolve complex problems quickly in a team environment.

• 3 years of responsive design application development experience.

• Experience with Paradox DB
