Job Title: Programmer  - VB.net/Mobile

Location: Harrisburg PA

Duration: 1 Year

 

Job responsibilities:

Programmer will assist in the development and implementation of .NET component solutions for the DPW web based applications and will also assist in development of mobile web applications & mobile web sites as well. Back-end coding skills must be strong.

The objective of this engagement is to assist in the development and implementation of .NET component solutions for the DPW web based applications. These .Net Component solutions, using VB.net, will meet the Department’s requirements to support public facing applications.  In addition, the consultant will assist in converting our older applications to current .NET standards. Back-end coding skills must be strong in this role.

Web application development - Perform as project lead or team member for the creation of highly complex web based applications. Responsible for ensuring that the web application meets or exceeds the data security standards set by DPW to ensure data integrity, as well as the Section 508 requirements for ADA Accessibility. Skills required: VB.net, ASP.net, CSS, XML, HTML, Java Script, SQL, SSRS.

Mobile web site creation and maintenance – Perform as project lead to create and maintain mobile web sites for the Department. Responsible for ensuring that the websites meet or exceed the Section 508 requirements for ADA Accessibility. Skills required: HTML5, ASP.net, XML, CSS, SQL, and knowledge of mobile site mockup software.

Mobile application development - Perform as project lead or team member for the creation of mobile applications. Responsible for ensuring that the mobile application meets or exceeds the data security standards set by DPW to ensure data integrity. Skills required: Razor, MVC, C#, SQL, and knowledge of mobile application mockup software.

 

Required skills:

Duration: 12+ months

 

The Worker will report to the Director of GSC and work closely with agency executive management to understand and advocate agency views.  The individual will work collaboratively with the EPMO, individual Project Managers, and Business Subject Matter Experts to develop and implement effective strategies and processes to enable the successful implementation of automation project solutions.  These strategies and processes should maximize benefits and lower risks for all stakeholders.  This individual will lead State team efforts to monitor customer relations, and support deployment-planning initiatives, including the assessment of organizational change readiness, and user impacts, and delivery of communication and training.

 

Special Requirements:  10% Travel will be required for this position.

The Worker will participate as a team member on the CAPPS Financials implementation.  This project involves researching and developing an end user training manual for CAPPS/PeopleSoft for the TxDMV as well as other necessary documentation. 

Services of the Worker shall include, but are not limited to, the tasks listed below:

 

Documents TxDMV’s “to-be” financial system environment to facilitate understanding of the operations of the TxDMV CAPPS Financial System

 

Documents future state enterprise applications, tools, methodology, network components and design by assisting in the development of plans supporting the Department’s enterprise direction.

 

Develops and maintains both business and technical documentation. Understands the user’s view of applications and /or technology and is able to put procedures in a logical sequence. Provides expertise on technical concepts of applications and /or user groups and will be called upon to document procedures in a logical sequence.

Write a variety of training and informational articles, reports, brochures, and/or manuals for documentation for a wide range of uses. Responsibilities include coordinating the display of graphics and the production of the document.

 

 

Maintain documentation libraries and subscription lists. Identify, create, revise, and maintain documentation and templates. Ensure appropriate control access/use of documentation materials. Ensure messages and terminology is consistent across all written materials.

              Worker will perform tasks under general supervision with considerable latitude for the use of initiative and independent judgment.  All communication with internal and external staff will be respectful and professional.  Communication with the manager will be requested on sensitive and confidential topic before communicating with other parties.

 

              The services to be provided include, but are not limited to, the following:

 

A.      Provide knowledgeable project management, analysis and resource assistance to CFO projects.

B.      Define, document and develop business processes and develop business processing requirements for automated systems.

C.      Assist in researching and developing specifications for DADS service authorization and other DADS systems, including those of the State Medicaid Administrator.

D.      Research and develop feasibility studies and support follow-up planning and implementation efforts

E.       Coordinate with IT project technical leads, DADS program and other subject-matter experts, contractor representatives, and other State agency representatives as required to ensure necessary tasks, deliverables and timelines are completed.

Must be able to step in and help with the testing work when needed and be able to engage with a variety of groups including Project Managers, developers, Business Analyst and Business sponsors.
