Dropdown menu animates after the rest of the links

to T3 Framework for Joomla 2.5 & Joomla 3.0
The header in the template ja_elicyon has the header shift when scrolling. It gets smaller when it animates and the links shift up. The links all shift together at the same time, but the drop-down menu shifts late. How can I fix this?
