No, you can't use a TMG focus group as a term in a TMG to GEDCOM filter. You can use a custom flag value, so if you use TMG to assign a custom flag value based on membership in a focus group, you can then use the Attribute Term in a T2G filter to select people with a particular value in that custom flag. (TMG's custom flag fields are converted to Attributes in T2G.)

You can use a TMG “List of People” report to set the value of a custom flag. You should ask for details on TMG-L.
