pkg/gce: extract localZone()

Factor out the logic that obtains the zone ID of the current machine.
Unconditionally pass it to ctx.computeService.Instances.Get(), as it
used to be before #6928.

To aid testing, also make it possible to inject the metadata URL into
getMeta().
