pkg/email: stop WordWrap merging lines to fix dashboard formatting

WordWrap was incorrectly merging lines with identical indentation,
assuming they belonged to the same paragraph. This broke formatting for
structured AI-generated content like Markdown headers and stack traces
on the web dashboard.

Disable line merging to strictly preserve existing newlines while still
wrapping lines that exceed the maximum width.

Update #6606.
