pkg/gcpsecret: host generic key resolving logic

Move the code that resolved prefixed keys from syz-agent to make it
reusable in other components.

syz-cluster: simplify session polling in controller

Instead of an explicit cursor, just query all not yet started sessions.
Also, give priority to job sessions.
