dashboard: automatically create AI repro jobs

If no reproducer has been found for 2 weeks since the moment of the
first crash, create a corresponding AI job.

dashboard: export crash log for repro workflows

The log contains previously executed programs, so it may be very helpful
for the agent.

Refactor the code a bit as the linter complained about the cyclomatic
complexity.
