pkg/aflow/action/crash: unify VM target configuration

Consolidate target VM configuration fields into a single shared struct
to reduce code duplication across actions (such as test and reproduce)
and to simplify the action arguments schema. This also enables
standardizing settings like procs and sandbox across workflows.
