docs/linux: update of an old link to buildroot in setup doc

to syzkaller

It is not urgent, just a thing that I've found out while learning syzkaller from Slava Moskvins guide

Issue: link to buildroot here gets us nowhere (can't download buildroot)
Change: new link worked well for me (at least I was able to download)

If it is okay - I can provide PR.
Again - it is not urgent.
