dashboard/app: allow creation of patching jobs w/o C repro

Currently patching jobs for bug w/o C repro fail with:
flow inputs are missing: patching.Inputs: field "ReproC" is not present when converting map

Add empty "ReproC" argument.

Reproduce action can handle empty ReproC (not execute it).
