pkg/aflow: implement MVP for C reproducer generation

- Expand skeleton into iterative loop with strategy refiner and oracle.

- Add custom actions: FormatC, TruncateLog, MergeStrategy, LoopController, SaveReproC.

- Update inputs and outputs in ai.go and reproc.go.

- Add aflow.If action to the framework for conditional execution.
