Command line mode- for installations- java web start

The default open point for our game is the question do you want to
play the command line mode or the GUI mode.
When i create an install as a java web start- i can not enter to this
point- can not open a command line console.
I am not sure that i can open a windows console through my
application.
Does anyone from the other groups encounter that problem?
