The benefit of Jack’s proposed reframing is that ‘prevention of participation’ (aka protection of assets) and ‘support for interoperability/collaboration’ could be considered and developed as special cases of the same general structure.

In our view an "asset" is anything that has value.

If controlling access to a given resource adds value, then the "control of access" is an asset that may need protection.

In this case, "controlling access" and "prevention of participation" are interchangeable.
