In the UML spec "from", "at", "after" and "when" are all keywords. Hence the use of guillemets in «from» is correct; it is not a typo (assuming they are keywords in the SysML spec ).
Interestingly, "via" is not listed as a keyword.
"when", "after" and "at" are all followed by an expression in parentheses (e.g. when(someCondition) ) so it probably makes sense to drop the guillemets around the keyword.
That's how I reason it anyway.

Is there any rhyme or reason why it has ‘«from» (’...')' but InvocationOnNestedPortAction just has 'via', ChangeEvent uses 'when' and TimeEvent has 'after' and 'at'? Is this a typo and should be 'from ('...')'?
