DSL Provider

Hi, I will be moving to Syracuse in October and wonder if anyone can
recommend a DSL provider and ISP that is Linux friendly and offers a
fixed IP address.Thanks.

It has nothing to do with your operating system.  The ISP simply provides a connection.  The DSL modem will provide an interface - typically an RJ-45 connection or Ethernet cable (whatever terminology is being used nowadays) - that you connect to just as you would a cable modem or other network device.
