My initial strategy for learning German: Every morning for one year, I would spend 20 minutes learning German. I was curious: could I learn enough German to meet my goals by only studying 20 minutes a day?
In month nine, I was getting bored of being on Duolingo every day, so I also joined Yabla ($9.99/month) which is a site that adds English subtitles to German YouTube videos. Yabla has a really cool feature where you can slowly scrub through the video in case you miss something. I decided I would substitute 10 minutes of my German language using Yabla.
I get the sense that if I took the German class for six months (everyday for 3 hours) that I would have been able to go from a A.2.2 to a C1 (which is much closer to my goal of listening and speaking during a dinner party).
In one year I spent a minimum of 120 hours studying German, and a total of $615 on resources. Overall, my grade of A.2.2. is roughly 25% fluent according to the official German CERF test, which is pretty satisfying for learning mostly on my own, and mostly from my laptop.
It sounds enough, 60 minutes is an ideal time if you could keep on the good work for 8 months. I had a problem that I couldn't stop learning when I started it and it took 4-5 hours one day. So I had to remove "German" from tomorrow's daily plan.
The thing, I'd like to say is, to learn German grammar you better finish a topic first. otherwise you get confused by a very wide range of grammar topics. For example, make sure you've finished learning everything (necessary) about "sentence structure" then go for the next topic.
I've been learning German for eleven months and has become fluent, but I have been living in Germany the whole time. I have also met loads of German learners during my stay there. This answer is my highly subjective guess at where you'll be in eight months based on this experience.
You'll be able to read books and newspapers without a dictionary, but not understand every word. Your vocabulary should be at least 4000 words and your English knowledge will enable you to guess the meaning of many other words.
If you find other German learners or a German "Stammtisch" to practice with you will be able to get your point across, but inelegantly and with lots of errors. (For example errors with noun genders and expressions with fixed prepositions.) If you have only practiced alone you will not be able to say much, but will quickly pick it up as you get to Germany.
You will be able to understand learners of German, but will understand native Germans only when they make sure to speak slowly and clearly to you. When natives speak between themselves you will only be able to get the general idea of what they are talking about - or not even that.
This last paragraph may seem overly negative, but I have seen again and again foreign learners which can speak intelligently about almost any subject in German, but only with other foreigners. When speaking with natives it becomes all to evident that their listening skills are not up to par. Germans simply speak too fast for them.
It also highly depends on which foreign languages you already know and what your mother tongue is. Since you specified Vancouver, I assume it's English. Knowledge of a Scandinavian or the Dutch language would obviously help a lot. Same goes for any language with genders and noun declension. For instance, Russian native speakers also tend to pick up German a lot faster than others, due to familiarity with many sounds and a good feel for grammar.
A part from that, I can only agree with Stovner. You should be more or less okay on a written level, except for the odd article mistakes and maybe poor word order. But speaking & listening will cause a great deal of trouble for you. Especially when you have background noises, e.g. in the pub. You'll also hate how limited your humour and your wit are ("Schlagfertigkeit"), because you'll constantly think how to phrase something.
It took me 2 years of working in an office, in Germany, with Germans. (Now, eight years later, I'd call myself, uh, "conversational" or "advanced" ... I mean I could hold my own in pretty much any conversation, but I don't know that I'd say "fluent" because I still have an accent and still come across the occasional word I don't know.
I think as long as you enjoy taking in more German, do it. The amount of time you've mentioned should be a good base, but if you can take more and if you draw happiness from being exposed to a language you love, do it. You will learn very fast that way.
As this was a language I knew literally nothing about, this was to be expected. However, I remember wondering what would happen if I had chosen to learn English, my native tongue. Would I be 100% fluent? I hope so!
To become fluent in a new language, you must immerse yourself in it until you actually start to think about life through it. Becoming fluent in the gospel happens the same way. Only then will we start to see how everything in our lives, from the mundane to the magnificent, is transformed by the hope of the gospel.

I thoroughly enjoyed Gospel Fluency, and found it very useful even though I have been familiar with the SOMA model for a while now. My main criticism is that some sociological research to match the anecdotes might make the argument even stronger. Also, it can be quite culturally American, which might be a barrier for some Aussie readers.

Conversational fluency allows you to enjoy most of the benefits of knowing how to speak Spanish, like being able to travel with confidence to a Spanish-speaking country, communicating with a loved one, or using Spanish in a work setting.
Of course, there is nothing wrong with trying to become fluent at a native level. But as a beginner, aiming for a more achievable goal puts less pressure on yourself and can save you a lot of frustration.
According to an FSI study, it should take 600 classroom hours to achieve conversational fluency in Spanish. Furthermore, they suggest an approximate 1:1 ratio between time spent in the classroom, and time spent studying independently (most people miss this part).
However, figures like the 1,200 hours quoted by FSI paints the goal of learning Spanish as a daunting, massive undertaking. Rather than doing people a favor by telling them what to expect, it intimidates and discourages them from wanting to pick up Spanish in the first place.
Even the most popular software and apps use this as a benchmark. Rosetta Stone, Duolingo, and Babbel have all funded their own studies claiming that their app can help you cover the requirements of one college semester of Spanish.
You settle back into normal life, you all of a sudden have other commitments, there are fewer opportunities to practice, and your Spanish starts to regress. This is an example of high intensity, low consistency learning.
Most of us lead busy lives with work, school, family and social obligations taking up much of our time. Yet we should try to learn Spanish with a moderate level of intensity, because few people have the patience to wait 4 years or more to learn a language.
This assumes that you are taking lessons with a Spanish teacher at least 2 times per week, and spending the remaining time doing homework, and reviewing what you learned.
