SymPy 1.3 release candidate 1 ready for testing

The SymPy 1.3 release candidate 1 is ready for testing. Please
download it from
https://github.com/sympy/sympy/releases/tag/sympy-1.3rc1 and test it,
and let me know if you find any issues. The release notes for this
release can be found at
https://github.com/sympy/sympy/wiki/release-notes-for-1.3.

The release notes still need to fill out the highlights section of the
release notes. If you know of a change in this release that should be
highlighted, feel free to edit the wiki page for the release notes and
add it.

Barring any major issues, I will do a final release in about a week.
