I have a first draft of my Google Summer of Code project proposal about vector coordinate systems, and I would love to get some feedback and suggestions about it to make it stronger! Here's the link:

I'm just a student contributer, but I'd say one way to make your proposal stronger is to write down a rough prototype of the different coordinate classes you've mentioned.

It is a very well designed proposal. Compare yours to it and I think you'll see a number of improvements you can make.

Arif, thank you!  I agree that would strengthen it a lot.

I cannot emphasize too strongly to understand the wikipedia article on orthogonal coordinates in 3 dimensions.

There are only 12 possible orthogonal coordinate systems.  The formulas given cover all of the orthogonal coordinate systems.  The only problem in treating all of the coordinate systems is when the $h_i$ functions contain the square roots of symbolic expressions since (as far as I know) you cannot specify whether an expression (I know you can do it for symbol) is positive or negative.  I would create a general class that includes any of the orthogonal coordinate systems perhaps specified by the  $h_i$ functions.
