Hi developers,
I have seen the ideas page and I would like to work on the idea : Refactor the ODE module and make it fast.
I would like to know if this is being considered this year for GSoc or is outdated , if it is I would like to get my hands on it and a starting point would be really helpful. I have been working on the ODE module and would be glad to contribute to it.

Yes, that project is definitely still relevant and needed. I would supervise it if the project goes ahead. The description links to a Github issue which describes the idea also has links to other pull requests where some of this work has been done including some unifinished PRs.

I would be glad to take the project ahead from here under your supervision . I have read the description and the other related PR's. Should I start by finishing those unmerged PR's or shall I create a new PR for each of the solver methods that I put in the class definitions?

To be clear it is not agreed that anyone will do any particular project until all GSOC applications are reviewed.

If you are interested in that project and want to do some work on it now then I think the best thing to do now is to finish off the older unmerged PRs. You should make sure though that you include any commits from previous authors when attempting to finish an existing PR. Don't copy the changes out into new commits unless you attribute the original author with Co-authored-by (and make sure that is is only the changes from that author and not mixed up with your own changes).
