Control Module for GSoC 2020

Hi,

I have observed that some contributors made efforts to add `control` module to `sympy.physics`. Following are the related PRs,

Can we add this as a project for GSoC 2020?

Waiting to hear from the community. If any student/mentor is interested, then please take a look at it and let us know where further improvements can be made. IMO, API is still unclear for this module.
