travis passes but doesn't update PR

Does anyone know why travis runs complete but don't update the PR? e.g. https://github.com/sympy/sympy/pull/19024

I have restarted the `allowed failure` job. This trick worked out with another PR, may be, it can work here too. Build status not being updated is a problem from the past few days. Jason also mentioned about it on twitter. Travis CI said that they are working on it.

The response that I got from Travis indicates that they are trying to work out an issue related to exceeding the API rate limit with github.
