New terms and conditions for the sympaticodial-up service

New Service Agreement posted in sympatico.announce.

Sounds like "caching" is here to stay - it's in the Service Agreement at
two separate spots.

And I'm surprised to read that they don't guarantee maximum speeds. That
contract clause would probably be a lot more accurate if they stated
that they didn't guarantee *minimum* speeds.

Now we know why the system i soooooo slow, when i was on cable I was
always told to use the proxy they had set up whenever I called tech
support and I always told them it was to slow, so I would start IE and
download netscape from the gogeco twocows server, then turn on the proxy
and do the same thing and it took at least twice as long to do, whatever
they told me to try with the proxy took a certain time then I would turn
off the proxy and do it again in half the time, always confused the hell
outa the techs as they where always being told it was faster, even had a
couple send me email that when they went home and turned it off their
performance was so much faster that they couldn't figure out why cogeco
even bothered setting one up.

I did similar tests, and got similar results to yours. I have never
seen a quick Proxy server in practice. Baffling
