NewBie Install problem pls help

when i run the following command to install the plugin it show the
following message below.

F:\dev\ecsite>php symfony plugin:install sfPaymentPlugin --
stability=alpha
>> plugin installing plugin "sfPaymentPlugin"


No release available for plugin "sfPaymentPlugin"

please kindly let me know what does it mean? is it plugin successfully
installed?

This error means there was no release found to install.
The plugin is only available as alpha version, install via:

$ symfony plugin:install sfPaymentPlugin --stability=alpha

Please read the installation instructions by navigating you browser to
http://www.symfony-project.org/plugins/sfPaymentPlugin
and click on the README link.
