You can search in the web for it, Febian have presented it's code (it is 'one page' long) in some presentation, I saw at slideshare few months ago.

It's not official, but usable, I've used it with php5.2.10 and custom system.

The request handler component is available for PHP 5.3:

It is far from complete and it does not have a stable API for now as it
still evolves a lot (mostly the Request and Response classes).
