min required PHP version

Aloha,

For the upcoming minor releases what should be the minimal version to target?

[ ] PHP 5.3.9
[ ] PHP 5.4.0
[ ] PHP 5.5.9
[] something else (please specify)

i vote for 5.4.
i think 5.3 has become a pain all over the place. 5.5 does not bring
enough relevant changes that we immediately need it.

as discussed with lukas, we propose that we don't go and change all code
to short array syntax and similar things right away, but leave the code
"hopefully" compatible with 5.3 for now.

I don't think we should keep PHP 5.3 support at all cost and should feel free to
bump it to PHP 5.4.0, However, if we can easily support PHP 5.3 (most CMF
bundles can, it's often 3rd party libs that cause trouble), I do not see a reason
to bump it until the next major version (which should target PHP 5.5.9+ and
Symfony 2.7+ imo)

ok fine for me .. lets bump packages to 5.4 as soon as we do not see a quick fix to make 5.3 work again.
